The main plot on this mission is the summit of diplomats from Federation, allied and potential member planets. Of course, this means both a lot of emotional strain as well as strain on the station's systems.

One of the species attending, however, emits a hallucinogenic pheromone when stressed, so all those in the meeting hall could well start to see or hear things that aren't there...
